Howard B Brookins, then State Senator for the 36th congressional district of Chicago, was instrumental in the revision of the State’s method of allocation of lottery proceeds.
The Howard Brookins Study (1986): Served as the chair of the research team at Chicago State University that investigated the impact of the Illinois State Lottery on predominantly African-American communities in Chicago.
